• Notice of Proposed Bylaws Changes - December 2013

The Angelfish Society Bylaws and Membership Compliance Committee has put forth a proposal to amend the bylaws in two areas. One recommended change is to create a process to request changes to the website and to document each. The other recommendation is to bring the bylaws up to date regarding renewal notification emails that are sent out prior to the end of the current membership period.

The Board of Directors and Officers are endorsing both proposed changes. The Angelfish Society members will be asked to vote on each proposal at our regularly scheduled meeting after the 60-day public notice period has ended. Voting is expected to occur on Sunday, March 16, 2014.

    Proposed addition to our bylaws:

    Article VII: Other Committees
Section 3. Website Committee and Site Management

    1. Any time a document has been identified as needing updating, send an email to Website Committee Corrections (website_corrections@theangelfishsociety.org) detailing what should be changed or added to the website.

    2. If the request is to fix a typo or similar minor update, then Website Committee will authorize the correction.

    3. For all other requests, each request will be presented at the next Board of Directors meeting. The board officers and directors will vote to approve or deny each request.

    4. The requester will receive an email stating if approved or not.

    5. Only with approval will the Website Committee make this change.

The Website Committee will be responsible for documenting each requested change, dates approval was granted or denied, who approved and who edited the file(s) in question.

    Proposed change to our bylaws:

    Current bylaw statement

Article 2. Membership and Eligibility, Section 2. Dues
    b. The secretary shall send out renewal notices at least 45 days prior to expiration of membership.

    Proposed change:

    b. A renewal email will be sent to each member at least 45 days prior to the expiration of membership.

    Reason for this recommendation:

This change is required because the renewal emails are automated. The Secretary does not send them out, and hasn't for many years now. Not sure why the previous leadership put this process in place without also updating the bylaws accordingly.

Feel free to post your questions or concerns regarding each recommended change. But please work it in a manner appropriate for a public environment.

Regarding website changes, will there be a chronologic archive of original plus changes? Additionally, out of curiosity, is there regularly scheduled backups of all data for secure retention of the electronic information that is "the online society"?

The public notices will include both the old and new verbiage. This will document both versions.

As the website procedure is new there is nothing to show for the current version.

As for website backups, yes they are done periodically. Both at the file level and at the database level.

For the website changes, should there be an emergency procedure for changes that might need attention before the next regular meeting? I'm not sure what examples I could provide, but Murphy's Law pretty much guarantees it will happen. I'm just imagining a scenario where there was misinformation posted that could be misleading or harmful in some way, and the next meeting is still like 3-4 weeks away.

That would most likely fall under what the Webmaster has power to approve. But, the Webmaster does have the option to contact the Board of Directors via email if they feel the requested change is something that cannot wait. Although, I cannot imagine that ever being the case. All information is scrutinized prior to publishing.

Okay. I wasn't sure from the wording whether that was allowed, if it was more than just a typo.
